LAWS AND RULES

Arizona Statutes
An Arizona law or "statute" comes to be in one of the following ways:
  • It is created and approved by the Arizona State Legislature and then signed into law by the governor,
  • It is an initiative approved by voters in an election. For an intiative to appear on a ballot, a sufficient number of valid registered voter must sign a petition, verified by the Secretary of State.
Arizona State Constitution

An amendment to the Arizona State Constitution comes to be in one of the following ways:

  • It is placed on the ballot with a majority vote in each chamber of the the Arizona State Legislature and then approved by voters;
  • It is an initiative approved by voters in an election. For an intiative to appear on a ballot, a sufficient number of valid registered voters must sign a petition, verified by the Secretary of State;
  • It is approved during a constitutional convention called by a statewide vote.
Arizona Administrative Code
A rule is a provision within the Arizona Administrative Code that "...implements, interprets or prescribes law or policy, or describes the procedures or practice requirements of an agency." ARS § 41-1001(17). The rule-making process involves public and stakeholder input.
