What We Can and Cannot Do
We Can...
- Provide your complaint to the appraiser, appraisal management company or property tax agent and require them to respond to us.
- Review the response for compliance with Arizona Revised Statutes, Arizona Administrative Code and Uniform Standards of Professional Appraisal Practice (USPAP).
- Impose disciplinary or corrective action if we determine that the licensee violated Arizona laws, rules or the USPAP.
We Cannot...
- Award damages.
- Order appraisers to amend appraisals or reimburse appraisal fees.
- Give you a new value for your property or confirm if the appraiser's opinion of value is correct.
- Act as your attorney or arbitrator or provide department findings to assist in any legal matters.
- Disclose investigation findings or documents to the complainant or any outside third party.
- Process complaints that do not fall under the DIFI’s jurisdiction.
- Reconsideration of value – Contact your lender or loan officer.
- Civil or criminal actions – Contact an attorney

File a complaint if you believe we have jurisdiction in the matter. We will conduct a preliminary review of your complaint to verify that DIFI has jurisdiction. We will let you know if DIFI does not. If DIFI has jurisdiction, we will ask the respondent (appraiser, appraisal management company or property tax agent) to respond to the complaint and provide details concerning the work they conducted. After receiving the response, DIFI will evaluate the complaint and response, will conduct any necessary research to substantiate information, may reach out to you for additional information if needed, and will determine if the respondent violated Arizona law, rules or Uniform Standards of Professional Appraisal Practice (USPAP). Unless you file your complaint anonymously, we will notify you when the case has been closed. Please note that these types of investigations frequently take a year to close.
