Director Evan G. Daniels Evan G. Daniels was appointed director of the Arizona Department of Insurance and Financial Institutions on July 10, 2020. Before his appointment, he served as Chief Counsel of the Technology, Innovation and Privacy Unit at the Office of Arizona Attorney General. |
Deputy Director Shane Foster Deputy Director Shane Foster joined the Arizona Department of Insurance and Financial Institutions (“DIFI”) in November 2020. Before joining DIFI, he served as Senior Litigation Counsel in the Consumer Protection & Advocacy Section of the Arizona Attorney General’s Office. In this role, Mr. Foster participated in several high-profile matters, including Arizona’s consumer fraud lawsuits against JUUL, Eonsmoke, CashCall, and Mercedes-Benz, handled data privacy matters, and played a significant role in the administration of Arizona’s Fintech Sandbox. Prior to being promoted to Senior Litigation Counsel, he served as an Assistant Attorney General in the State Government Division. Deputy Director Foster began his legal career as a transactional attorney in New York and has extensive experience in the mortgage industry. Deputy Director Foster earned a B.A. from Brigham Young University and a J.D. from Cornell Law School. |

Deputy Director Jon Savary Deputy Director Jon Savary joined the Department in November 2020. Before joining DIFI, he served as the Medicare Administrative Director for Banner Health’s insurance division. His role included managing regulatory oversight, policy development, and program implementation for all Medicare-related departments composed of over 600 employees as well as ensuring a successful annual Medicare Advantage bid for Banner Health plans. While with Banner Health, Jon also served as a certified project manager and as manager of the IT Project Office for Banner’s University of Arizona Health Plans. Deputy Director Savary’s prior experience includes the Arizona Department of Corrections and Pima County Sheriff’s Department where he retired in 2005 as a Corrections Lieutenant. In addition, he has provided consulting services for business startups, accounting, and health care IT implementations. Deputy Director Savary has a Bachelor of Science in Finance from the University of Arizona. He shares time between Tucson and Phoenix with his wife, Maddalena, who also works in Phoenix. |
